Raising Human Capital – The importance of local talent development
As the Kingdom shifts toward self-sufficiency and a knowledge-based economy, guided by its Vison 2030, localization gains critical importance towards the achievement of the Kingdom’s socio-economic transformation.
The Saudi local industry is evolving unprecedently. With emphasis laid on value localization, we have seen an upsurge in the localization of content across the value chains of businesses. Especially, the incentivization of content localization through initiatives like IKTVA and Nusaned has played a key role in garnering positive compliance from businesses, leading to the development of a self-sufficient business ecosystem with an uninterrupted supply chain.
The Kingdom’s education sector is also witnessing an unprecedented boom under the vision and guidance and of our able leadership. Large investments in higher education have led to a sharp increase in the number of universities and student enrolment in the Kingdom. As more and more Saudis graduate, it is imperative to give more and more responsibility to local talent.
The onus lies on the businesses in the Kingdom to recognize and hone local talents and provide them with suitable work opportunities, that would not only balance the employment scale more in favor of the Saudi youth, but also significantly boost the overall localization of value, and help contain wealth within the Kingdom.
Increased participation of the local Saudi youth would also help mend a major leak in the Kingdom’s economy in the form of remittances. Expat workers make up over a third of the Saudi population, and Saudi Arabia is the second-largest remittance-sending country in the world, behind only the United States. The remittances have averaged a staggering 27487.92 SAR Million from 2006 until 2021. In the first quarter of 2021 alone, SAR 34,801 million was remitted in ex-pat income transfers from the Kingdom.
Curbing this continual flush of Saudi Wealth could give a major push to the National Transformation Plan that aims to develop the required infrastructure for enhancing social development and increasing the attractiveness of the labor market to create an environment that enables the public and private sectors to achieve Saudi Vision 2030.

From our recruitment strategies to our training and development programs, we seek to attract and retain quality Saudi national candidates, provide a positive workplace culture, and the skills and experiences they need to develop and succeed in their careers.
We have embarked upon a number of initiatives and youth programs that are designed to provide opportunities to help Saudi youth reach their full potential. Saudi Tabreed employs young Saudi male and female graduates on graduate schemes, to provide hands-on-job training, providing a necessary platform to start a career within the district cooling industry.
We sponsor fresh Saudi graduates for a 2-year Technical Program at the Higher Institute for Water and Power (HIWPT) at Rabigh, training candidates on air-conditioning, and operations and maintenance of district cooling plants. Upon training and certification completion, the certified candidates are hired by Saudi Tabreed and assigned to the district cooling plants.
As part of the Saudi Tabreed workforce development initiative, in-house training and skill development programs are also in place, designed to enhance employee skills and ensure readiness for promotion, while our Future Leadership Program develops personal knowledge and abilities within a specific job type as well as supporting technical and professional qualifications for a particular role.
Along with encouraging skill acquisition among Saudi nationals, Saudi Tabreed also implements Saudization compliance in its recruitment process, hiring quality candidates who suit the company's business objectives, and culture and bring long-term value. Saudi Tabreed stakeholders fully support Saudization within the framework of the Saudi Vision 2030 and commit to investing in a Saudi workforce for the long term through developing practical methods to increase the number of qualified Saudis.
